The content of the article is based on the strictly regulated regulations of the state:
- Law on Chemicals 2007
- Decree No. 113/2017 / ND-CP dated October 9, 2017 of the Government.
- Circular No. 32/2017 / TT-BCT dated December 28, 2017 of the Ministry of Industry and Trade.
- Decree 43/2017 / ND-CP on goods labeling.
2. Classification of chemicals according to GHS
The chemical classification must comply with GHS technical rules and guidelines. This is clearly specified in Decree 113/2017 / ND-CP dated October 9, 2017, Article 23.
Chemicals are classified into 3 groups:
- The group of hazardous material chemicals: This group has the characteristics of flammability, explosive, strong oxidizing properties, and fast corrosion.
- Group of chemicals that are hazardous to health: This group has properties that are hazardous directly affecting humans. It includes acute toxicity, irritation to humans, genetic mutation, reproductive toxicity and respiratory harm.
- Group of chemicals with environmental hazards: This group is often very hazardous acute and chronic to the aquatic environment.

3. Guidance on proper chemical labeling
3.1. Contents of chemical labeling
Labeling is strictly regulated by the state. It shows the basic and essential contents of that chemical.
Labeling includes the following contents:
- Name of chemical;
- Chemical identification code (if any);
- Warning images, warning words, risk warnings (if any);
- Preventive measures (if any);
- Quantitative;
Ingredients or ingredient quantities;
- Date of manufacture;
Expiry date (if any);
- Name and address of organization or individual responsible for the chemical;
Origin of chemicals;
- Instructions for use and storage.
3.2. Notes on chemical labeling
- The label for a compound must show the chemical identities of that compound.
- In case the label is not enough to show all the above contents, the following contents are required: Chemical name; Name and address of organization or individual responsible for the chemical; Origin of chemicals. The remaining contents must be written in documents attached to chemicals and on the label must indicate the place to write those contents.
- The labeling position must be easily recognizable. It must be shown on the commodity, the commercial packaging. In case it is not possible or impossible to open the outer packaging, the outer packaging must have labels and labels that must present all compulsory contents.
